Isn't strategy just consultant talk?

Not the way we write it. Every deliverable is concrete language you can put in a sentence tomorrow — not a framework diagram that needs its own explanation.

We already have brand guidelines — do we need this too?

Guidelines usually cover the how (logo, colour). This covers the why (audience, differentiation, tone) — the document guidelines are supposed to follow from.
